There has been a particularly strong focus in recent years on policies addressing the senior citizen and the provision of housing which incorporate universal design standards. Providing stepless access to all dwellings and to main rooms within the dwelling is a central objective. In existing multi-familiy dwellings, installation of lifts is expensive. This report looks into what kind of processes and incentives that leads to decisions about investments in new lifts in existing buildings.
