The Deinstitutionalisation Reform of 1991 (Reformen i helsevernet for psykisk utviklingshemmede, or abbreviated: HVPU-reform) was enacted to promote normalisation, improve housing standards and service delivery in particular, and life chances more generally for people with intellectual disabilities (ID). This was the starting point of the study, as it sets out to document and discuss the living standards and services for people with ID, and how far the deinstitutionalisation reform has been realised in practice.
